How many keys exist to your building?
The question a committee eventually asks and almost nobody can answer.
On an ordinary keyway the honest answer is unknown, and unknowable. Every key ever issued to a lot owner, a tenant, a cleaner, a contractor or a caretaker could have been copied at a key kiosk for a few dollars, without ID and without a record.
A restricted system makes it answerable. Keys are cut only by the locksmith holding the system and only on the authority of a named person — the strata manager, the building manager, whoever the committee nominates. Every key cut goes on a register.

Rekeys between tenancies

Insurance and licensing are not a formality here. You're engaging a contractor to work on someone else's building, and if it goes wrong the committee's question is who you engaged and what you checked.
